Decades of experience building pension plan design companies, Cash Balance and Defined Benefit TPA’s, Marketing Organizations, Insurance product design and distribution, make him a sought after consultant and partner to this country’s largest financial institutions. Although, history and experience are strong on Gene’s resume, he would say they are easily surpassed by today’s new inventions, the evolution of the most cutting-edge ideas of the day. Inventing, refreshing, improving and updating in today’s moving target world are paramount to him and the firm he founded. To him and his team, there is no such thing as an old client because existing clients get the latest, modern approaches. This industry innovator pioneered “Owner-Leveraged” Defined Benefit Plans, and Insured Cash Balance Plans decades ago with the goal of providing proprietary tax savings strategies for clients nationwide. Major brokerage firms, banks, and life insurance companies have relied on the expertise and guidance Joe provides through PensionQuote™. Today’s markets have become product driven, utilizing the special tax advantages newly designed life insurance products provide. These products offer a universe of choices and structures affecting cost, benefits, results and futures and it is Joe’s skillful ability to structure product design to match client goals that make his customizations successful. The identical product from the same company with a “boiler plate design” can produce either mediocre, or winning designs with cutting-edge customization. He began his ascension in the industry at the height of the defined benefit pension market boom of the 1980’s and helped PensionQuote™ pivot with the industry’s innumerable tax reform policy shifts. Joe’s expertise includes maximizing plan contributions for business owners with the lowest possible cost, upgrading and improving existing pension plans, creating exit strategies, and non-qualified tax deferred designs for individuals as well as businesses. That is why he is the go-to expert for many of our brokers and advisors to explain the ins and outs of program designs to clients and their accountants with technical assistance for complex situations.

Howard Rosenfeld MAAA, MSPA

A member of the American Academy of Actuaries, and an Enrolled Actuary, Mr. Rosenfeld shas published several articles in the Pension Actuary, and has served on the government affairs committee
and the conference committee of the American Society of Pension Professionals and Actuaries (ASPPA). He is a frequent speaker at pension conferences, and has chaired regional and national meetings for the American Society of Pension Actuaries (ASPA), and served as a member of the Leadership Counsel of ACOPA.
He has testified before Department of Treasury officials on behalf of ASPA on funding issues related to Defined Benefit Plans, and has participated in congressional staff conferences regarding pension legislation. He is a frequent speaker on topics including pension plan design, funding issues, and tax law changes that impact the private pension system. Mr. Rosenfeld spoke at the Advanced Actuarial Conference and has provided written commentary on proposed regulations under the Pension Protection Act of 2006.
Mr. Rosenfeld’s article in Trust & Investments highlights the opportunities in qualified plan design after publication of final regulations by the Internal Revenue Service on non-discrimination. His article, “The Right Time For A Defined Benefit Plan” appeared in the CPA Journal, which reflected changes in the tax law.

An Enrolled Actuary, with over 30 years experience in the actuarial arena of pensions and insurance, Mr. Jacob is a member of the American Academy of Actuaries, holding the designation of MAAA and MSPA. He earned the designations of CLU and ChFC in 1993. He has international experience in the life insurance industry sitting on the Board of Directors of a number of foreign financial and insurance entities. At the helm of an Actuarial and Pension Consulting Firm founded and privately held by his family for more than 50 years, Mr. Jacob expanded to offer uniquely tailored Life & Disability Systems, Illustrations, and System Administration solutions for Agencies, Brokerage Firms and all sizes of Insurance Carriers.
